In 1993 he graduated from Kazakh State Academy of Management, Department – “Economic and Social Planning”.

He is honored power engineering specialist of the CIS.

From July 1993 to September 1997 – government agencies and private companies.

From September 1997 to November 1997 – Head of the Department of Regional Policy in the Ministry of Economy and Trade of the Republic of Kazakhstan.

From November 1997 to September 1998 – Head of the Consolidated Financial Department, Vice-President of Economic Problems in “National Oil Transportation Company “KazTransOil” JSC.

From September 1998 to February 2001 – Director of the Department of Oil and Gas, Vice Minister in the Ministry of Energy, Industry and Trade of the Republic of Kazakhstan.

From February 2001 to May 2001 – First Vice President in “Kazakhstan Company on Management of Electric Networks” JSC.

From May 2001 to August 2007 – President in “Kazakhstan Company on Management of Electric Networks” JSC.

From August 2007 to October 2008 – Director in “Kazakhstan Holding for Management of State Assets “Samruk” JSC.

From October 2008 – President in “Kazakhstan Company on Management of Electric Networks” JSC.

In November 2009 – Akim of Zhambyl region, since 20 December 2013 – Akim of Pavlodar region.

Since 25 March 2016 – Minister of Energy of the Republic of Kazakhstan.
