Ms. Rafika Musaeva

Head of the Association of Energy Professionals of Tajikistan

Rafika Musaeva graduated with honors from the Tajik Polytechnic Institute, specialty: electrical engineer.

At 26 years of age she defended her Ph.D. thesis at the Moscow Institute of Civil Aviation Engineers and became the first woman – PhD of technical sciences in Tajikistan. She worked for the department of automation and computer science and at the same time she was a secretary of the Komsomol committee of the Tajik Polytechnic Institute.

She worked as secretary of the Central Committee of Komsomol of Tajikistan for five years, and later served for three years in the headquartersof the Central Committee of the Communist Party of Tajikistan.

In February 1990, she was elected to the Supreme Soviet of the Republic of Tajikistan of the 12th convocation.

In 1991-1992, she was a deputy of the Supreme Soviet of the USSR, a member of the Committee on Foreign Affairs of the Council of the Republic.

In November 1992, at the 16th session of the Supreme Council of Tajikistan she was elected the member of the Presidium of the Supreme Council of Tajikistan and was the only woman in the Presidium, the Chairman of the Committee on Construction Industry.

Musaeva R. was a member of the Constitutional Commission, a member of the working group for development of the new Constitution of independent Tajikistan. Her active and principled position allowed to include a number of legal norms on protection of rights and freedoms of women, children and family into the Constitution along with other important issues.

In 1995 she was elected as a deputy of national Parliament, at the first session of which she was elected the Chairman of the Construction Industry Committee.

After the adoption of the Constitution Ms. Musaeva initiated and developed 12 constitutional laws and 5 bylaws.

In 1998, she graduated with honors from the Academy of Public Administration under the President of the Russian Federation, Moscow, with a degree in jurisprudence.

In January 2000 the President of Tajikistan appointed Ms. Musaeva a Minister of Labor and Employment and in January 2001 – Minister of Labor and Social Protection

From 2005 till present Ms. Musaeva as an organizer and founder of Association of Power Engineers of Tajikistan, leads this organization.

From May 2012 to November 2015, she was the director of the State Institution “Dushanbe-Plaza”.

Since December 2011, she also headed a public organization “Women’s Peace Corps”.

Ms. Musaeva published a number of scientific articles and papers, 4 scientific and technical monographs, a number of Analytical Reports and reviews.

R.G.Musaeva is an honoured expert in science and technology (1994), she is awarded also other high rewards of the country: an order “Dusti” (1999), a medal “15 years of the Supreme Council of Tajikistan” (2007), a medal “20 years of Tajikistan” (2008), a medal “15 Years of the 12th Session of the Supreme Soviet of Tajikistan” (2007), a medal “20 Years of Independence of Tajikistan” (2011) (2011), medal “30 years of Tajikistan’s Independence” (2021).

She is a Standout of National Education (2010), a Standout of Labor and Social Protection (2021).

Ms. Musaeva is a member of the Public Council of Tajikistan, a member of the National Council of EITI (Mining Industry Transparency Initiative).
